DPMS timeout settings on the system are in seconds and need to be divided
by 60 when used as defaults for reading config file timeout values 
of kcontrol's energy module in order to have consistent handling.

An "Apply" button helps.
The logic for sensible relative powersaving levels was very annoying -
removed the "very".

Correctly specify the linkage of the arguments to XSetErrorHandler().
On __sun include the DPMS prototypes (in an extern "C").

patch to make it possible to activate a level of energy saving without at the same moment activate a higher level of energy saving. I sent this patch to kde-core-devel some days ago and nobody objected, so I think it is save to commit.(?)
